Cries of Injustice: Ibesikpo Ward 5 Faces 7 Decades of Exclusion from Chairmanship

 


As the people of Akwa Ibom State prepare to elect leaders at the grassroots level in the forthcoming local government elections, all is not well for Ibesikpo Ward 5 in Ibesikpo Asutan Local Government Area.


To this end, the ward has raised alarm over what they describe as a deliberate and brazen marginalization in the chairmanship seat, potentially resulting in a 72-year wait before they would have the opportunity to produce a chairman.


Our investigations revealed that only Ibesikpo Wards 4 and 5 have been left without producing a chairman for the local government, and the upcoming elections were expected to favour these two wards. 


Many aspirants from Ward 5, having invested considerable resources in consultations and preparations, were shocked to discover that a group of leaders in the Local Government, three days ago, surreptitiously re-zoned the chairmanship seat, effectively sidelining their ward. 


This move, according to an enlarged group of leaders in the area, is perceived as a maneuver by the clandestine group to install a puppet and crony in a position of authority over the entire local government. 


In their effort to seek justice and fairness, the people of Ward 5, known for their strong support of the Peoples Democratic Party (PDP) since 1999, organized a peaceful demonstration at the residence of the Commissioner for Finance, Mr. Nsikan Linus Nkan.


The placard-carrying protesters, including youths and women, on Saturday, voiced their grievances and highlighted their loyalty to the PDP. They emphasized that their ward has produced capable leaders who could bring unprecedented development to all 12 wards of Ibesikpo Asutan if given the chance to serve as chairman.


The demonstrators appealed to Commissioner Nkan and other people-centric leaders in the area to intervene and rectify the situation, stressing that without them speaking the truth at this time, Ibesikpo Ward 5 might have to endure the skewed arrangement that would see the 12 wards taking turns every six years, effectively ensuring that no one from Ward 5 would be alive to witness their turn 72 years later.


They also used the occasion to pledge their continued loyalty to the ARISE agenda of the Umo Eno administration, while appealing to him to intervene and stop what they described as the daylight robbery of their rights for the sake of posterity.

Okoho Village Head Risks 2 Years in Prison for Illegal Self-Installation as Clan Head





The Village Head of Okoho Village in Itu Clan, Obong Etim Edet Okon Ekpo, is facing serious legal trouble following allegations of illegally installing himself as the Clan Head of Itu Clan without the necessary official recognition from the Governor of Akwa Ibom State as required by law.


However, if found guilty, the Village Head could spend up to two years behind bars.


It is alleged that on May 30, 2024, Obong Etim Edet Okon Ekpo, in conspiracy with several Village Heads in Itu and a few individuals, declared himself the Clan Head of Itu Clan. This illegal installation, carried out without the approval of the Ministry of Local Government and Chieftaincy Affairs, was widely publicized on social media.




Section 37 of the Traditional Rulers Law of Akwa Ibom State clearly states that any person who installs themselves or another as a Clan Head without official recognition from the Governor is guilty of a felony. The penalty for such an offense includes imprisonment for two years. 


The law reads in part: "A person who purports to install another person; or allows himself to be installed a paramount Ruler, a Clan Head or a Village Head without first obtaining official recognition in writing is guilty of a felony and liable on summary conviction to a fine of Ten Thousand Naira or imprisonment for Two years."




In addition to the illegal self-installation, the paper reliably gathered that Obong Etim Edet Okon Ekpo also set up a juju shrine and made sacrifices with a live cow on the same day. This act has been widely condemned by residents, who argue that the shrine was inappropriately established in a compound not belonging to the supposed worshipper.


Meanwhile, our newspaper can authoritatively report that a petition has been filed against Obong Etim Edet Okon Ekpo, and it is expected that he will soon appear in court to face charges. Legal experts suggest that if he is found guilty as alleged, he could face the maximum penalty stipulated under Section 37 of the Traditional Rulers Law.




According to legal experts, the move to prosecute the self-installed Clan Head and his cohorts is seen as a critical step in upholding the rule of law and maintaining the sanctity of traditional leadership processes in Akwa Ibom State. Authorities are urged to act swiftly to ensure that justice is served and the integrity of the traditional institution is preserved.


A law luminary in the State, E. A. Bassey Esq., opined that the traditional institution is awaiting the court's decision, adding that it will set a significant precedent for similar cases in the future.

Lagos-Calabar highway: S’South section begins August as FG suspends new roads

 





The Federal Government has commenced the construction of the South-South axis of the Lagos-Calabar Coastal Highway just as it suspended new road projects.


The Minister of Works, David Umahi, declared that the Federal Government would not embark on any new road project in 2025, citing paucity of funds.


He said this during the stakeholders’ engagement on the proposed alignment for section 3A – 38km of the Lagos-Calabar Coastal Highway, which took place at the Transcorp Hotel, Calabar, on Sunday.


The stakeholders’ engagement was a follow-up to the one held earlier on Saturday in Uyo, Akwa Ibom State.


Umahi explained that the Federal Government would rather concentrate on inherited projects and the three legacy road projects of the Renewed Hope Agenda of the Bola Tinubu administration.


Legacy projects


The legacy projects include the Sokoto-Badagry Superhighway –a 1,000km highway connecting Sokoto to Badagry passing through seven states and connecting to the Lagos-Calabar Coastal Highway at Ahmadu Bello Way, Lagos; the Lagos-Calabar Coastal Highway – a 700km coastal highway connecting from Lagos State to Cross River State through eight states; and the Calabar-South East-North Central-Apo Abuja 477km Superhighway, connecting Calabar to Ebonyi, Benue, Kogi, and Nasarawa states and terminating at Apo in Abuja.


He explained that construction works at the Calabar end of the Lagos-Calabar Coastal Highway would commence in August.


The minister said, “We will not be embarking on any new road project in 2025. This is because of the paucity of funds. We would rather concentrate on inherited projects and the legacy projects of the Renewed Hope Agenda of President Bola Ahmed Tinubu’s administration. These projects are dear to the President and he is desirous of delivering on these projects.”


The minister also reiterated the ultimatum issued to contractors handling government road projects that they either sit up or lose their contracts.


Speaking during the presentation of the routes of section 3A and the Trans-Africa Highway traversing Cross River through Ebonyi, Kogi, Nasarawa and Abuja, Umahi expressed dismay at the slow pace of work on the Akwa Ibom and Cross River-Calabar-Itu section awarded to three contractors.


Reiterating his earlier ultimatum, Umahi said, “If Julius Berger (Plc) fails to return to the site at the expiration of the seven-day ultimatum issued today (Sunday), we will terminate the contract. Sermatech Limited, an indigenous contractor, did a better job than Berger.


“Sustenance is based on the improvement of our roads. Contractors are playing tricks on our road construction; if we put one kobo in his hands he must give us an affidavit. The contractor must put his feet on the throttle. If you are climbing the hill, will you remove your leg from the throttle? No.”


He warned contractors who think it was s ‘business as usual’ when handling government projects that the old order had changed, insisting that no amount of lobby would save them if they failed to perform.


He reiterated the resolve of the Tinubu administration to complete all inherited road projects and the three legacy road projects under the Renewed Hope Agenda.


He added that other projects related to the three legacy projects would be assessed to know the extent of work and what needed to be done.


Umahi said “Construction will begin on the two sections of the road in Cross River State and one section in Akwa Ibom State simultaneously.


“After this stakeholders’ engagement, we get the design and start the procurement. We are very sure that in August, construction will start in this state.


“I will not allow construction to start only from Akwa Ibom, but ensure that construction starts in three sections –  two in Cross River and one in Akwa Ibom states, respectively.


“The projects are going to have a rail track; We started with the tracks in the the middle in section two, but we have redesigned it to have the tracks by the side.”


Umahi craved the support of relevant stakeholders in the state to ensure a seamless execution of the project.


The minister eulogized the Governor of Cross River State, Senator Basset Otu, for his cooperation with the Federal Government on the road projects.


The governor, who was represented by his deputy, Peter Odey, pledged further cooperation and collaboration of the state with the Ministry of Works in delivering the road projects on schedule.


The state Surveyor-General, Patrick Bassey, called for a robust collaboration amongst stakeholders, asking that no Certificate of Occupancy should be issued on the project route.


Stakeholders, including prominent traditional rulers, former deputy governors, politicians, religious leaders and other leaders of thought, solicited the Federal Government’s intervention on other important and key roads in the state, stressing that such an intervention would open up the state for economic prosperity.


The members of the Senate and House of Representatives Committees on Works accompanied the minister to the engagement.


The minister gave a breakdown of the project phases in Uyo a day earlier.


He said, “We are here to introduce sections three and four of the famous Lagos- Calabar Coastal Highway. We started and awarded section one which started in Lagos and terminated at the deep port in Lagos which is at 47.4km.


“There is section two that is starting at Lekki Deep Sea Port and taking it to the famous Dangote Refinery. Section three has 27 km on Akwa Ibom land, 38km on Cross River State. While section four is entirely on Akwa Ibom, that is 80km, when you add 27 km and 80km, you have 107km. So, you are benefiting from maximising this coastal highway.


“When we complete the procurement process and award sections three and four, work will start in many sub-sections of this section all at the same time.


“Tinubu is a man who matches his words with actions. So, we are happy with the level of commendations and support we received from Nigerians and so many benefits of the coastal highway.”


Speaking at the event, the Senate President, Senator, Godswill Akpabio, expressed his appreciation to the President for listening to his plea to start sections three and four of the coastal highway in Cross River State to Akwa Ibom.


He called on the Akwa Ibom State governor to give maximum support to the Federal Government.

FG begins N150bn loan disbursement July




The Federal Government on Thursday said the disbursement of N150bn loans to micro, small and medium enterprises and manufacturers would commence by the end of July.


It also disclosed that 60 per cent of the proposed one million beneficiaries of the Presidential Conditional Grant had received a financial grant of N50,000 without repayment obligations in the 774 local government areas of the country.


The Minister of Industry, Trade and Investment, Doris Uzoka-Anite, revealed the latest information in a post via her official X handle on Thursday.


In December 2023, the Federal Government unveiled the Presidential Conditional Grant Scheme as part of the Presidential Palliatives Programme aimed at supporting businesses to navigate the economic crunch caused by government policies.


The fund dedicates N75bn to MSMEs and another N75bn to the manufacturing sector.


The minister noted the government is well aware of the current business climate and created the fund to help Nigerian businesses navigate the harsh economic conditions.


She said, “To all applicants of the Presidential Conditional Grant Scheme who are yet to be paid, thank you for your continued patience. The disbursement process is still ongoing, and we have allocated about 60 per cent of the 1 million grants.


“You can track the number of beneficiaries per LGA paid so far on grant.fedgrantandloan.gov.ng/learn-more/dis.


“We are also at the final stages of vetting for the MSME and Manufacturing loans. Applications remain open, and disbursement will begin by July ending.”


She thanked applicants of the Conditional Grant Scheme who are yet to be paid for continued patience, stressing that her team have worked tirelessly to ensure this process is fair and accurate.


Reacting to complaints by aggrieved applicants, she explained that the selection was not based on who applied first but on random computer-generated selection.


She stated that the ministry had hoped to complete all 1 million disbursements by now; however, the process has been delayed due to issues such as incorrect or missing data, duplicate applications, and spurious entries.

LG ELECTIONS: I WILL NOT BUY FORM FOR ANY ASPIRANT - GOVERNOR ENO




...reaffirms stance on party position on zoning, women inclusion


Akwa Ibom State Governor, Pastor Umo Eno, has clarified his stance on strict adherence to zoning permutations of the Peoples Democratic Party (PDP) and women inclusion in the upcoming local government council elections, stressing that no one will be compensated for any unnecessary expenses incurred while defying the party's position.


The Governor therefore, dismissed the speculations that he will purchase forms for favoured candidates or prevent certain candidates from vying for offices in the elections as a misrepresentation, stating clearly that he will not purchase nomination form for any candidate but will support whoever the party's internal arrangement favours.


Governor Eno made the clarification while speaking at the 70th birthday celebration of a foremost Oro political leader and women right advocate, Ikpoto Okon Osung, at Emerald Event Centre, Uyo.


In his words: "Someone said I have begun buying forms. I never said I am buying forms for anybody. I only said before you buy your forms, check where zoning favours because I will not hereinafter, be told that there were some aggrieved people who bought forms and I should come and refund money. I am not stopping you from buying forms. But I am only telling you that I will support the party's decision."


Furthermore, on the issue of inclusion of women, the Governor said the PDP in Akwa Ibom State see the women as very loyal and valuable components of the party and the society at large, hence will not leave their fate hanging in the upcoming election.


He reaffirmed that women will be supported to produce six of the 31 Chairmen, and some vice chairmen, but that no particular local government area have been earmarked for women.


"We have women that have been with us for years, and we all know the truth that if you don't deliberately give them opportunity, the men will over-run them. These women are very loyal people. We will intentionally include women in the things we are doing. It is an intentional move. 


"The truth is that, such is the position of the party. I am only conveying the position of the party as the leader of the party in Akwa Ibom State," he said.


Felicitating the celebrant, Ikpoto Okon Osung, on his 70th birthday, Governor Eno expressed his high regards for his honesty and integrity, acknowledging the significant role he played during the gubernatorial campaigns.


"Life in the 70 years of our dear Ikpoto has been one driven by purpose. The purpose to provide selfless service, a life of deep convictions, following the dictates of one's conscience and adhering strictly and totally to the concept of right and wrong.


"This ennobling ideal you have championed in the last seventy years has distinguished you as one of our highly respected States-men whose voice is respected and admired deeply and profoundly. So I am proud to call you my friend.


"As you turn seventy years today, I wish you God's continuous blessing, good health, and happiness and strength so that you can continue to avail us of your wise counsel," he added.


Ikpoto Osung was the former Chairman of the Local Government Service Commission and former Chairman of Oro Think Tank, a foremost sociopolitical group and opinion bearer for the five LGAs that make up Oro Nation.


Earlier in his remark, Ikpoto Okon Osung, thanked the Governor and the various personalities in the State for honouring him with their presence and urged the people to foster a spirit of unity and harmony, devoid of ethnicity, religious differences and political affiliations.

Dr. Patrick Umoh: ONE YEAR OF TOP-NOTCH REPRESENTATION

When the renowned American author; Ann McGee-Cooper, said, "The true heroes of the new millennium will be servant leaders, quietly working out of the spotlight to transform our world," she may have been prophesying about Dr. Patrick Umoh, the member representing Ikot Ekpene/Essien Udim/Obot Akara Federal Constituency in the House of Representatives.


Through my investigation and the testimonies of his constituents, I have uncovered a representative who genuinely embodies the spirit of service and tirelessly working to enhance the lives of those he represents.


Therefore, as Dr. Umoh marks his first year in office today, it provides an opportune moment to spotlight his outstanding commitment to effective and effectual representation. As you scrutinize his one-year scorecard, you will undoubtedly agree with his constituents that his performance has been truly remarkable. The lawmaker has indeed made a lasting impact on his Federal Constituency, leaving an indelible mark on the lives of those he serves. Let's see!

Dr. Umoh, who is the Chairman, House Committee on Monitoring and Evaluation of Implementation of Legislative Agenda, has achieved a remarkable milestone by facilitating the employment of seven constituents in the Federal Civil Service. Investigations and testimonies from his constituents proved that the Knight of St. John's International, stands out as the first representative to engage directly with family heads, physically challenged individuals, and women within the constituency, spending over N3.5 million on the spot. This engagement was further complemented by his diligent distribution of Federal Government palliatives to those in need.

Recognizing the significance of youth empowerment, Dr. Umoh has taken a proactive step by establishing cooperative societies specifically for young people, each receiving a startup capital of N1 million. During Christmas and Easter, Dr. Umoh undertook a tour of appreciation across the three LGAs of his Federal Constituency, where he distributed a total of N6 million in cash and over a hundred bags of rice to select groups. These he did to strengthen community bonds and as well spread festive cheers.


7. International Representation:


As a first-term member, Dr. Umoh has already represented the Nigerian House of Representatives at the British House of Commons. His active participation on this international platform is an eloquent prove of how he is incredibly astute, intelligent and dedicated to robust representation and legislative oversight.


8. Setting Educational Precedents:


Within his first 100 days in office, Dr. Umoh set a commendable example by paying bursaries, a move that was quickly followed by other rewarding and people-centric programmes. As a former lecturer who highly values education, he further proved his commitment to educational support and development.

Indeed, Dr. Patrick Umoh's achievements within just one year have dwarfed many, and as Ann McGee-Cooper quoted above, he quietly worked to transform his constituency. 


However, Dr. Umoh in a recent interview said he is grateful to his political leader and mentor, Distinguished Senator Godswill Obot Akpabio, President of the 10th Senate, for paving the way, showing the way, and guiding him along the way.


Umoh's first year in office has indeed exemplified effective representation at its zenith, and I am sure everyone is eagerly anticipating the continued positive impact of his representation in the years to come.

As the 10th National Assembly celebrates its one-year anniversary today, it is an opportune time to spotlight the outstanding legislative accomplishments of those who have made a significant impact. Among them is the Rt. Hon. Uduak Alphonsus Odudoh, the Member representing Ikot Abasi/Mkpat Enin/Eastern Obolo Federal Constituency and Deputy Chairman, House of Representatives Committee on Maritime Safety, Education, and Administration. 


A closer examination of Rep. Odudoh's remarkable first-year record reveals a legislator who has distinguished himself from the ranks of mere bystanders, whose voices are only heard when it's time to vote 'Aye' or 'Nay'. With a storied background in local governance, having served as a Councillor and House of Assembly member, Uduak Odudoh has consistently demonstrated his unwavering commitment to advancing education, security, economic growth, and the well-being of his constituents.

IWADU Lauds Gov Eno for Massive Devt in Ibiono, Reaffirms LG Chairmanship to Western Wards 4, 5, 6




Tons of gratitude and commendations have continued to pour in for the State Governor, Pastor Umo Eno, for his people-centric leadership and numerous life-touching projects in Ibiono Ibom, in just one year in office; the latest eulogy is coming from Ibiono Ibom Welfare Association and Development Union (IWADU), a foremost socio-cultural and political organisation.  


During the National General meeting of the organization on Saturday, at the Udom Emmanuel IWADU House, Ikpa, the Union members who filled the hall to the brim, unanimously passed a vote of confidence in the Governor and pledged their total support and solidarity to his ARISE Agenda.


The meeting, presided over by International President, Prince Godwin Okon and attended by his executive members, was also graced by the presence of HRM Edidem (Dr.) Ime Udo Usoro Inyang, the Paramount Ruler of Ibiono Ibom, who was accompanied by his Council of Chiefs. Chairman and members, Board of Trustees of the Union and Chapters of the Union within and outside the State.


Others were: the entire Ibiono Ibom Family Heads (mbọọñ ekpụk), respected sons and daughters of the area including the Chairman, Governing Council of Dakada Skills Acquisition Centre (DASAC), Isantim Churchill Udoh, Secretary, Transition Committee, Ibiono Ibom Transition Committee,  notably professionals, elders, youth and women.


The International President, visibly elated, enumerated numerous projects undertaken by the State Chief Executive in Ibiono Ibom, including: the donation of a fully furnished two-bedroom flat to a widow at Ikot Ekop, Grace Estate in Ibiono Southern; the completion of DASAC at Ikot Ada Idem; and the appointment of Isantim Udoh as Chairman of the Governing Council. 


The President also highlighted ongoing projects that drew excitement from the members, namely: Cardinal Ekanem Road, Ring Road III, and the Model Primary School.


The Union also expressed its heartfelt gratitude to the Governor for his recent announcement to construct of a State-of-the-art Primary Health Centre and a General Hospital and complete the Use Ikot Amama and Ikpanya roads, as well as numerous other programmes to the benefit of their people. They noted that these initiatives have further demonstrate Governor Eno's immense love and dedication to the welfare of their people.


Regarding the forthcoming Local Government Elections, the Union reaffirmed their support for the existing zoning arrangement for the office of the Chairman of Ibiono Ibom Local Government Council, as previously agreed upon by IWADU, Ibiono Clan Council, leaders of thought, and the political class. 


They noted that all the five zones in Ibiono have had their turn, emphasizing that the arrangement be respected to maintain harmony and equity in the area.


The union further stressed that the existing zoning arrangement has been instrumental in maintaining peace, promoting harmonious coexistence, and ensuring political stability in the area, and therefore should be upheld.


They explained that the entire five zones have produced elected Chairmen of the council as follows; Ibiono Western, with Mr. Aniedi Jackson Udofia as the Chairman,

Ibiono Eastern; Prince Eyo Utit,

Ibiono Central; Hon Godwin Ekpo, Ibiono Northern; Hon EkomAbasi Akpan and lastly Ibiono Southern; Hon Ekopimo Polycarp.


The apex organisation which fought for the creation of Ibiono Ibom observed that, in order to maintain equity, justice and peaceful co-existence among the five geo-political zones, Ibiono Ibom Welfare and Development Union, IWADU, aligns herself completely with the zoning arrangement as earlier agreed upon by their people to the extent that, Ibiono Ibom Western shall produce the next elected Council Chairman in the 2024 Local Government elections.


However, Ibiono Western comprises wards 4, 5 and 6 and the organization which was established in 1932, urged registered political parties to encourage only those with proven abilities who have taken active part in community development programmes to participate at the polls.


The Union further endorsed a single term for chairmanship position in the Area and advised politicians to resist every temptation to sabotage the long-aged zoning arrangement for their selfish and parochial interest.


Various speakers, including HRM (Dr) Ime Udo Usoro Inyang, Paramount Ruler of the area and Chairman of the Governing Council, DASAC; Isantim Churchill Udoh, Chairman of the Board of Trustees (BoT) of IWADU; and the leader of Mbọọñ ekpuk, all of whom praised the governor for his exceptional love and support for Ibiono Ibom and commended the IWADU president for his innovative ideas that have fostered greater unity among the Ibiono Ibom people.


Meanwhile, the highlights of the national meeting featured a vote of confidence in Pastor Umo Eno and a pledge to support his ARISE agenda wholeheartedly. 


The meeting also reaffirmed the existing zoning arrangement, whereby the next elected Chairman of the Council will come from either Ward 4, 5, or 6 in Ibiono Ibom Western. 


Additionally, IWADU presented a 1.5 million Naira cheque to 100 women in the area to improve their businesses and donated 200,000 Naira towards the ongoing construction of the Ibiono Ibom House.

Minimum wage: FG pleads for time as indefinite strike begins Monday

 




The Federal Government has pleaded with Organised Labour to reconsider its decision to embark on an indefinite strike from Monday, June 3, 2024, in protest against the government’s refusal to raise the proposed minimum wage from N60,000.


The interest of the masses should be the top priority of Organised Labour, the Federal Government stressed.


The Minister of Information and National Orientation, Idris Mohammed, disclosed this in an exclusive interview with Saturday PUNCH.


While describing the Nigeria Labour Congress and the Trade Union Congress as partners in Project Nigeria, Mohammed noted that industrial action was not the solution to the ongoing negotiation for a new minimum wage for workers.


This came hours after Organised Labour declared a nationwide strike, which would begin on Monday, June 3, 2024, over the Federal Government’s refusal to raise the proposed minimum wage from N60,000.


The President of the NLC, Joe Ajaero, stated that the indefinite strike would begin by midnight on Monday.


The NLC leader, who read from a jointly prepared speech alongside his TUC counterpart, Festus Osifo, expressed what he described as “grave concern and disappointment” over the Federal Government’s failure to conclude and pass into law a new National Minimum Wage Act, and reverse the hike in electricity tariff to N65/kWh.


Ajaero noted that the Friday meeting between the government and Labour further demonstrated the lack of seriousness and apparent contempt with which the Nigerian state held the demands of Nigerian workers and people.


“No governor was present and ministers were absent, except the Minister of State for Labour and Employment, who doubles as a conciliator.


“There was none present on the side of the government with appropriate authority to commit them to any outcome. In essence, the government abandoned the meeting.


“We consider this disdainful and shows a lack of commitment to a successful National Minimum Wage negotiation exercise.”


Ajaero further noted that during the last May Day celebration, Organised Labour issued an ultimatum to the Federal Government, demanding the conclusion of the minimum wage negotiation exercise by the end of the month.


“However, there has been no significant progress or commitment from the government towards meeting this demand.


“We also demanded a reversal of the last hike in electricity tariff from N225/kWh back to N65/kWh, and stoppage of the apartheid categorisation of consumers into bands.


“We carried out a nationwide one-day protest on May 13, 2024, giving the government until the last day of this month to take action; but the government has not entirely shown any positive response, despite the national outrage at the insensitive hike.


“Nigerian workers, who are the backbone of our nation’s economy, deserve fair and decent wages that reflect the current economic realities,” Ajaero added.


The labour leader further stated that it was disheartening that despite the repeated calls and the clear ultimatum issued, the government continued to neglect its responsibility to its workforce.


He noted that the government, rather than engage in a dialogue, persistently raised its attack dogs to seek to denigrate and intimidate trade union leaders.


“It continues to remain our belief that the people ought to be the only reason for governance and nothing else. The government must therefore seek the welfare of the people at all times. The refusal to put the people first compels all patriots to take the right step in assisting the government to govern well.


“The hike in electricity tariff further impoverishes the already suffering people, and denies them the right to decent living. Instead of taking remedial action or engaging in meaningful dialogue, Nigerians were visited with a barrage of the usual propaganda.”


On the next step, Ajaero said, “In light of this persistent inaction, we— the Nigeria Labour Congress and Trade Union Congress— hereby issue a notice of commencement of an indefinite nationwide strike to the Federal Government.


“We reiterate that since the National Minimum Wage negotiation exercise has not been concluded and the agreed wage passed into law; the hike in electricity tariff not reversed and categorisation of consumers into bands not stopped as demanded; Nigerian workers are compelled by these failures to embark on an indefinite nationwide industrial action, beginning on Monday, June 3, 2024, to press home our demands.


“The NLC and TUC are united in this cause, and we call on all our affiliates and state councils, civil society organisations, market men and women and the general populace to prepare for decisive action. We cannot and will not accept any further delays or excuses. The welfare of Nigerian workers and people is non-negotiable, and we are ready to take all necessary steps to ensure that their rights are protected and their voices heard.”


Back-and-forths


Friday’s talks on the minimum wage between the Federal Government and Organised Labour hit a brick wall when the government failed to shift grounds on the N60,000 it proposed during the last meeting.


This is not the first time this has happened.


On Tuesday, talks between the Federal Government and organised Labour broke down after the government and Organised Private Sector raised their offer to N60,000.


The government added N3,000 to its initial offer of N57,000 proposed last week, taking the total figure to N60,000.


However, it was dismissed by labour at the meeting.


At the meeting, labour again lowered its demand by removing N3,000 from the N497,000 it proposed last week, pegging the new proposal at N494,000.


To fast-track the negotiation process, the Nigeria Labour Congress and Trade Union Congress of Nigeria on May Day gave the committee till the end of the month to wrap up talks on a new national minimum wage.


That ultimatum expired on Friday night.


In a similar vein, Osifo stated that the ultimatum issued by labour remained, following the breakdown of talks on Tuesday.


“We gave an ultimatum on May Day that if by the end of May, we did not have a new minimum wage that would take a worker home, we would not be able to guarantee industrial peace.


“We are sticking to that ultimatum,” Osifo said.


President Tinubu had, on January 30, 2024, through Vice President Kashim Shettima, inaugurated a 37-member tripartite committee to come up with a new minimum wage.


With its membership cutting across the Federal, and state governments, the private sector, and Organised Labour, the panel is to recommend a new national minimum wage for the country.


Shettima, during the committee’s inauguration, urged the members to “speedily” arrive at a resolution and submit their reports early.


“This timely submission is crucial to ensure the emergence of a new minimum wage,” Shettima said.


He also urged collective bargaining in good faith, emphasising contract adherence and encouraging consultations outside the committee.


The 37-man committee is chaired by the former Head of the Civil Service of the Federation, Goni Aji.


FG begs Labour


Speaking, the Minister of Information, on behalf of the Federal Government, pleaded with Organised Labour to shelf its planned strike.


Speaking with Saturday PUNCH, he said, “The government is pleading with Labour to reconsider its position. The FG has already made an offer of N60,000, and whatever the government does is in the interest of Nigerians.


“We won’t like to do something that will throw the country into another problem.


“Even as we do that, we are pleading with Labour. They are partners in this project called ‘Nigeria’ and we expect them to join hands with the FG as it strives to look for solutions that will take Nigeria to the desired prosperity.”


Speaking further, the minister explained that the need to find common ground was the reason for setting up the tripartite committee in the first place.


He also pleaded that the unions should not allow the progress they had made so far to be eroded, adding that he was optimistic an agreement could still be reached with them.


“Our message is that of an appeal and the need for Labour to see reason with the government. That was even the basis for setting up the tripartite committee that was made up of Organised Labour, the sub-nationals and the FG. This was because the government just didn’t want to make unilateral decisions. In any case, the position on the wage regime is not a one-sided thing.


“We expect that they will see reason with the government. That is why we are calling on them to show understanding by not embarking on the strike because we don’t want that at this point. A strike is not the solution to our problem. We are continuing our negotiation with them. The minister and other stakeholders are still talking to them and we believe that we will find a common ground,” he stated.


Meanwhile, efforts to get the reactions of the Presidential Spokesperson, Ajuri Ngelale; and Special Adviser to President Bola Tinubu on Information and Strategy, Bayo Onanuga, were unsuccessful.


NUPENG, others vow to join strike


The power, oil and gas sectors are to be shut down from Monday, as all key unions in the sectors have vowed to join the strike action.


Officials of the Nigerian Union of Petroleum and Natural Gas Workers, Petroleum and Natural Gas Senior Staff Association of Nigeria, and National Union of Electricity Employers declared that they would join the strike.


NUPENG’s members largely control activities in the midstream and downstream arms of the oil sector, while those in PENGASSAN handle the bulk of the upstream activities in the oil and gas sector. Members of NUEE operate in the power sector.


Joining the strike on Monday may mean Nigeria would face another round of fuel scarcity and nationwide blackout.


The President of NUPENG, William Akporeha, said the union would fully participate in the strike, being an affiliate of the NLC.


“NUPENG is part of NLC and shall be fully involved,” he told our correspondent.


Similarly, the National Public Relations Officer, PENGASSAN, Kingsley Udoidua, said the petroleum union would join the strike.


“PENGASSAN is an affiliate of TUC. We are obligated to participate,” he stated.


Also, the acting Secretary-General, NUEE, Ogochukwu Igwebike, said electricity workers would begin strike from Monday.


Responding to a question on whether electricity workers would join the strike declared by Labour, he simply said, “Yes.”


Airport workers await letter


The National President of the Air Transport Senior Staff Services Association, Ilitrus Ahmd, stated that the association had yet to receive a strike action communication from its mother union, the Trade Union Congress.


The president, in a terse response, refused to give further details as he consistently said, “We are yet to receive strike action communication which means we are not on strike. We are affiliated to the Trade Union Congress.


“If you check our trajectory, you will understand that TUC will always see every dialogue to its logical conclusion. When we receive any directive to join, we shall.”


Electricity workers yet to decide


The National Union of Electricity Employees said it was yet to decide on whether or not it would join the strike on Monday.


The National President of the union, Adebiyi Adeyeye, told our correspondent on Friday evening that he was at a crucial meeting.


“I won’t be able to tell you that now, I’m in a crucial meeting,” Adeyeye stated.


He, however, promised to revert to our correspondent, saying, “I will talk to you later.”


No plans to join strike – Customs agents


Also speaking, a former National President of the Association of Nigerian Licensed Customs Agents, Kayode Farinto, said there were no plans by licensed customs agents to join the nationwide strike.


“We won’t join the strike. Labour does not go on strike like that. Besides, the country does not need the strike at this point, considering the economy. The government should try and listen to the demands of Labour and find a way out,” he said.


Also speaking, the Vice President of the National Association of Government Approved Freight Forwarders, Ugochumwu Nnadi, said, “We don’t have plans to join them.”


N60,000 offer by FG reasonable – OPS


Following the third walkout by Organised Labour during the National Minimum Wage Negotiation Committee meeting, the Organised Private Sector of Nigeria, has expressed its concern as the National Minimum Wage Committee, after its seventh meeting, could not achieve a consensus.


A statement issued on Friday by Adewale-Smatt Oyerinde, the Director General of the Nigeria Employers’ Consultative Association, stated, “The Organised Private Sector of Nigeria had approached the Minimum Wage negotiation committee hoping that current economic realities as it concerned the need to protect jobs and ensure sustained growth would play a paramount role.”


However, Oyerinde stated this was not the case.


“The Committee was set up to negotiate a new national minimum wage and not a living wage. Neither was it inaugurated to adjust salaries. The minimum wage is what no employer should pay below, either in the private or public sector,” he added.


He also stated that the association’s position was informed by the need to arrest the ongoing job losses and continuous shut-down of businesses in Nigeria, adding that jobs could only be guaranteed when businesses were alive and sustainable.


Speaking further on the walkout and declaration of a strike by organised labour, the NECA Director-General noted that, while it was within the right of Organised Labour to embark on any action it deemed fit to achieve its objectives, organised businesses will also, within extant legislation do all that is necessary to protect enterprise sustainability and jobs.


Meanwhile, the NECA boss stated that it was no secret that businesses were currently faced with multidimensional challenges ranging from multiple taxes, levies and fees, recent astronomical power costs, rising interest rates, and exchange rates, among many others.


He further explained that the offer of N60,000, which was a 100 per cent increase in the National Minimum Wage, was sacrificial on the part of the Organised Private Sector.


“While it is important to note that socio-economic conditions over the years have rendered the N30,000 minimum wage inadequate, the same conditions have incapacitated many businesses, fatally affecting their sustainability and ability to pay,” Oyerinde noted.


He mentioned that the demand of organised labour at this period had the potential to cripple small and medium enterprises, and push many other businesses into comatose.


The NECA DG added, “It is important to strike a balance between workers’ needs, the current economic situation, ability to pay, and productivity. At N30,000 per month, many State Governments and Local Government Areas are unable to pay.


“An astronomical increase as being demanded will make compliance practically impossible. We urge the Government to fast-track the implementation of its interventions to make life more bearable for workers, businesses, and Nigerians in general.”


“Any disruption of rganized businesses’ activities could have serious consequences on job security and the sustainability of businesses.


FG defends minimum wage


Meanwhile, the tripartite committee on minimum wage has defended the proposal of N60,000 by the Federal Government.


The committee in a statement made available to our correspondent on Friday night said the offer of N60,000 was a 100 per cent increase in the existing national minimum wage of 2019.


Defending the government’s stand, the committee said, “At the meeting, when Organised Labour was called upon to make their concession, or new offers outside of the last N494,000 per month when requested, they insisted on the employers to first shift grounds.


“Both sides stated that their offers of N60,000.00 per month, which is a 100 per cent increase in the existing National Minimum Wage of 2019, were based on prevailing economic considerations and government non-monetary incentives.


“Thereafter, members of Organised Labour walked out of the meeting. As the meeting continued, the government further defended its offer of N60,000 per month, which was based on economic considerations and non-monetary incentives, which include N35,000 wage award for all treasury-paid Federal workers.


“One hundred billion naira for the procurement of CNG-fuelled busses and CNG conversion kits. 125-billion-naira conditional grant and financial inclusion to MSMEs; N25,000 each to be shared with 15 million households for three months. 185 billion palliatives (loans to States) to cushion the effects of fuel subsidy removal. 200 billion naira to support the cultivation of hectares of land to boost food production. 75 billion naira to strengthen the manufacturing sector.


“One trillion naira for student loans for higher education. Release of 42,000 metric tons of grains from strategic reserves. Purchase and onward distribution of 60,000 metric tons of Rice from the rice millers association.


Recent salary increase of 25-35 per cent on all consolidated Salary structures for federal workers.


“Ninety per cent subsidy on health costs for Federal Civil Servants registered on NHIS. Light rail was commissioned in Abuja to relieve transportation costs till the end of the year.  Lagos State had already commenced the same initiative with their Blue and Red lines.


In addition to the freedom of civil servants to engage in agriculture, the Federal Government has approved the inclusion of ICT services for alternate sources of income.


“The meeting agreed that even where major and small businesses are closing down with a consequent loss of jobs, the outcome of a new National Minimum Wage should be such that it will not trigger further massive job losses.


“It further noted that linking the strike to electricity hikes with the NMW determination was unfair to the negotiating parties.”
